William C. Cromwell was born in Atlanta, Georgia. After graduating from Emory University, he worked as a police officer in Atlanta before enlisting in the Air Force. He earned his master's degree (1965) and doctorate (1968) both in international relations from American University. He began teaching while in graduate school and worked at AU until he retired in 1999.
